I don't add a blanket fudge factor, but factor each task with a bit of
wiggle room as necessary. Some tasks need it (mainly content
development), and other tasks generally don't (publishing, indexing,
etc.). One of 25% wouldn't fly in most of my projects, where the
documentation effort usually spans well over a person-year to begin
with, and several months beyond target date. ;-) This is where the
negotiation happens... what needs to be trimmed back from the project
and where other people are needed for certain tasks.
