Yes, that's right. But watch out for words like "webzine" or "webcast." Use
www.onelook.com, to verify correct spellings/capitalization.

I always go with "Web-based." Since the standard practice is to capitalize
"Web" when standing alone, I see no reason to change that when making it
part of a hyphenate.

I think the Microsoft Style Manual backs me on this, but I don't have it
handy, so I could be wrong.
