That is interesting. Requirements discovery seems to be an oft-neglected art; I see no reason why we shouldn't contribute our skills in information organization, product knowledge, and understanding of the user to this part of the process when it's practical to do so (YMMV of course).

At my company, we are currently enjoying a strong push from our manager to get tech writers involved in development planning much earlier than has been customary, so I forwarded this to her.
