We draw a line at 20%. If the revision or replacement or addition/removal of
information in a document is less than 20% of any of total pages, chapters,
topics, or word count, it is a minor revision (6.1, 6.2, etc.)
If more than 20% of any of these, it is a major revision. (6.0, 7.0, etc.
If we ever see 9 minor revisions, the 9th or 10th minor is made into a major
revision, or any time the accumulated minor revisions exceed 20%, then it
becomes a major revision.
