Is it possible for directors of HR to refer to the Interagency Language
Roundtable (ILR) or a similar scale? Perhpas they could state "Must
read and write English at or above level -4 on the ILR scale" or
something similar.
When I've written job descriptions where this needed to be said at all
(some student internships), I've specified "native-level fluency". This
sends the message about desired skill level while not limiting it to
actual natives (many of whom would not qualify).
