Yellow Pop-Ups for Comments in Word Don't Display Formatting or Quotation Marks?

Is there any way to indicate quoted material in the yellow pop-up windows
that appear when you click text that has a comment in a Word document?

I can format in comments themselves, but when someone clicks in the
document and the yellow pop-up window appears with the text of the
comment, that text is unformatted and quotation marks do not appear.

Because I don't know whether the next reviewer of the document
will be using the yellow pop-up windows or the comments panel (or the
balloons in the margin) to view comments, I have to
write comments *around* the fact that the yellow pop-up windows do not
display quotation marks or any formatting.

Is there something wrong with my installation of Word? Do you all see
formatting in the yellow pop-up windows of comments?
