Like Bill, I don't fully understand what you are
asking. It seems a wizard could do both the things you
want, though I'm not sure what is involved in your
second example.

Also, I think the simplicity of the wizard depends
upon the audience and what they are doing. For home
users, I do think it is best that a wizard be simple,
containing defaults (the user can just keep clicking
Next and will end up with a fully functional system).

For more advanced users, the wizard might require more
and more complex user input.
