Brian, I haven't been reading this thread in-depth, so I hope I'm not
repeating a suggestion. Try looking at your Style definitions. In the
last few months I learned that InDesign would allow you to tell a style
to start, for instance, "at the top of the next EVEN (or ODD) page...".
It's been a while since I did really up-close and personal style work
with MS Word, but I wonder if there is some sort of page-location
definition parameter that's been applied to the offending style in your
document.

If the settings for the paragraph style don't yield anything useful,
check the character style as well and see if it has any odd settings
that might explain the unwanted behavior.
