The scenario ("... it reduces their risk and gives
them more room for future pay increases for you") is
from the hiring manager's point-of-view. Meaning, it
was giving a rationale why the hiring manager might
prefer to start a new hire with a lower salary. It was
*not* suggesting the new hire accept a lower start
salary in exchange for the promise of bigger raises.
