Hi Jennifer,

First off, I don't know Frame so I don't understand that requirement.

Subversion uses a copy-modify-merge process of revision control and it sound
like you want a tool that follows the lock-modify-unlock process. The
differences are described at http://svnbook.red-bean.com/en/1.1/ch02s02.html

That said, Subversion does provide the ability to lock files. Checkout the
svn:needs-lock keyword property and the no-unlock configuration option.
Unfortunately these aren't documented particularly well in the Subversion
manual, but they are documented in the TortoiseSVN documentation:
