Is the change in fonts so you can save paper?

On my last job we set the style guide to the following:

Heading 1 - 14 pt

Headings 2 -6 12 point, Including caprions

Text in body - 12 Points

Headings in Tables - 12 Points

Text in table cells - 10 points

Of course this was for a government agency and they wanted a 'single
standard' defined that bot government and contractors would use the same fonts size.

We settled on Times New Roman for the same reason.

MS Word was the 'preferred' word processing package.
