Seen in a job solicitation:

"...A leading Global IT consulting firm in Bangalore is seeking JAVA
professionals who've passed out from Indian Top 10 Universities...."

They must work them pretty hard.

I waited quite a while before pressing the Send button, looking for
some tie-in to technical writing.

Question...is the usage correct? Does someone "pass out" of an
institution of higher learning upon graduation? Is this use correct
in a different region?
