If your friend is interested in technical writing and the legal arena,
she may want to look for opportunities with litigation support firms
or internal litigation support groups within law firms. These
organizations develop and maintain the technology infrastructure like
document management systems, databases, and other systems that help
manage the information used by courts, defense attorneys, and
prosecuters.

I live in the Washington, DC area and such firms routinely hire
technical writers especially for government contracts.
