Only if they sold FM in an office suite that also happened to include
the best-of-breed spreadsheet and presentation tools, and cost less
than the current price of FM.

feature-for-feature. Most companies who already own Word have no need
for FrameMaker. Most docs don't require the unique features of FM. If a
company already owns MS Office it is very difficult to make a case for
buying a nearly similar Adobe product. 

And if you do need the advanced capabilities of FM, you wouldn't even
consider using Word.

The same business case applies to InDesign vs. Word. InDesign will be a
niche product for people who need its features that can't be found in
Word.
