renumbering merged documents

I have five documents that I'm knitting together into one. The five
documents have different version numbers, ranging from 0.1 to 1.0. I
inherited these documents, and while there is a record of what number each
document started on, there is no record of how they determined what
determined a major increment or a minor increment.

Because I'm creating a new document from the old, I plan to start with a
brand new number. What criteria do you use to determine whether to start
with 0.1 or 1.0?
