The terminology I've always used is:

Grayed out = "Inactive"

Lit up (colored in) = "Fully Active"

Dimmed = "Partially Active"

The only application I can remember seeing something like this is when
installing Windows 98 (had to do it many times as a software trainer
some years ago). When customizing installations and settings, there are
three states for each category of features: "Fully Active" -- all
possible options in the category are turned on, shown by full
illumination; "Inactive" -- no possible options are turned on, shown by
complete gray-out; "Partially Active" -- some options turned on and some
turned off, shown by partial illumination.

I can't lay my hands on my MS Style Guide at the moment (read I'm too
lazy to hunt down whomever borrowed it last) so I can't be certain if
these are the precise terms I would have to use at this company.
