The meaning I derive is more apparent with changes for serial punctuation
(and a word choice change).

"He implements knowledge base technology, hosts activities that foster good
communication, and leverages knowledge within and outside the organization."

Meaning 1:
He uses (and helps others use) KM tech, provides opportunities to model good
communication (maybe even helping others become better communicators), and
uses what he knows (striving to attain goals [leveraging]) in and out of the
workplace.

Maybe others made different meaning out of what was written. It'll be
interesting to see how perceptions differ.
