All figures in chapter 27.1 of the survey are in USD. 

Today's exchange rate: 1 USD = INR 43.45

So USD 6306 is roughly about INR 275,000. And USD 16078 is close to
INR 700,000.

Also, the survey did not state that the figures were comparable
incomes. It only compared the figures that people with similar
experience profiles were earning in both the countries.

Like anywhere, the cost of living differes in each city. Mumbai,
Delhi, and Bangalore are among the most expensive cities in India.
Chennai, Pune, Hyderabad, and Kolkata are relatively less expensive.

Here a few estimates of living costs in India. 

Disclaimer: All figures are estimated from my personal knowledge. It
may differ from person to person depending on their lifestyle.

All figures I give below are annual. 

A single person can survive in as low as INR 100,000 in the second
list of cities. The same would escalate to about INR 120,000 in the
more expensive cities.

The costs I have considered are 
Rent/accommodation (some times shared accommodation)
Food
Daily transportation
Lifestyle or other pursuits of interest (books, movies, music, etc.)

For a family (two adults and two kids) to have a comfortable
lifestyle, they would need at least INR 500,000.

I am not married nor do I raise any kids, so I have tried to consider
the following for the above:
Rent/accommodation
Food
Daily Transportation (Add an extra INR 100,000 for maintaining a car) 
Children's education
Lifestyle or other pursuits of interest

I hope you get more such estimations from other members in India so
you can get a wider perspective.
