Yes, that would make it safe. It would not, however, make it usable
when the network is down or the user has unplugged the computer
from the network and is trying to use the software on the go (portable
computers now represent more than 50% of new computers sold,
and it's an even higher percentage when you throw in the PDAs).

I'll agree with part...the part about using Internet to use CHMs.
However, the part about network connection. If something is on your
company network, you should be able to expect that it is safe, just
like you should be able to go into VSS, open a code and not have it
written with the inention of erasing your hard drive or donwloading
passwords.
