If we were to look at 'who' would be 'one of the certifying' groups, let us
not forget the following, as candidates:

1) National Institute of Standards and Technology (NIST) - US Government
agency
2) Library of Congress
3) Institute of Electrical and Electronics Engineers (IEEE)

Their words, not mine

UNQUOTE

All of the above have a legitimate interest in the 'quality' of the
documentation they 'accept'.
And they have their standards that must be stepped up to.
