The OpenClipArt Project offers a substantial collection of images in PNG and SVG, which has a signs and symbols category; also check the transportation category. The entire collection is available as a 52MB archive file download.

It's not an inherently North American project, so international symbols are the norm (though there are U.S.-specific symbols as well). Unrestricted Creative Commons license.
