There, I said it.

Neither does anyone else. That's why Chicago Manual of Style Exists.

With that said, I have a heading:

"How to Use It to Develop New ASPX Pages"

Aside from what you may think of the word selection, which I got from
someone else. They have a VP title after their name and since its
only for internal use,

It-apostrophe-s for internal use, which I wouldn't bring up, except you're asking a picky grammar question so I thought I'd mention it.

I'd rather not change it if I don't have to.

You don't have to; it's correct as is.

Articles (a, an, the), coordinating conjunctions (and, but, or, for, nor), and prepositions, regardless of length, are lowercased unless they are the first or last word of the title or subtitle. The _to_ in infinitives is also lowercased....

So...who's first?
