Nothing on the Flickr site seems to give any details of the technology used.
It's an open-source mish-mash.

A killer Flickr feature that has ramifications for documentation projects is the ability to add "Notes", which are mouseover call-outs. Check it out:

Close as I can tell, each gallery image in Flickr is rendered as the background image of a Flash animation. Adding Notes with the Flickr UI (for logged-in users accessing their own photos) is a cinch. Click "Add note", type some text, position and size a rectangular hotspot, save. Repeat as desired.
This is really, really huge.
