We usually make PDFs of the base Frame files and send those out for review;
the .chm then also gets checked, but only for the technical aspects such as
working links, correct TOC, etc.

You're sending the chm for review? Hmmm. You might want to send the raw html
instead. You can define a set of span tags or reserve a set of existing tags
to indicate changes. For example, you can use the <del /> tag to indicate
that text should be deleted. You would then generate the chm after you've
update your source.
