Well, generally, yes, at least on large public or commercial buildings of any size. Architects and engineers are nearly always listed on a large, temporary construction billboard; and they are often included in a prominently displayed cast bronze plaque or incised marble panel in the lobby.

But that has nothing to do with the context in which I made the comment, which was in response to Beth Agnew's remark about standing up for standards and engendering respect, not about when or where to put your name in a document.
