Try this. Right click within a topic and click Topic Properties. A dialog opens that lets you change the topic title and the topic file name as well as other things.

Subject: Changing file names in RoboHelp
Hello, all,
I renamed the headings in the TOC of our RoboHelp
project, but haven't renamed the html file names.
When I asign a topic to a Related Topics button,
the file name is inadequately named, e.g.,
Contacts--Interactions.
Is there a central access point that I can use to
change a file name to match the TOC heading and have
that change reflected everywhere, or do I have to
change it each time it is referred to in the help
file?
