We used Motive to develop online help. A more simpler approach, if you're creating online help, is to create a downloadable .CHM file for offline viewing. This could be installed from a CD. If the client has web access, you could provide a link on the web page or from within the WebHelp, etc.

These aren't issues if your help is documenting a web-based application

like Yahoo!, Google, Hotmail, and so on.
