Hi Anthony,
To help get yourself started, make a list of all the tasks that you need to do or would like to do to develop the help file. Brainstorm to get all of your ideas down. When you have that done, do as Dick suggested and rate them as A (must be done), B (would be nice to do), C (not likely to get done).
After everything is rated as A, B, or C go back through and rank the A's by adding 1, 2, 3, and so on after the letter. The lower numbers are the ones that are most important and must be done first. You can rank the B's right away or wait until you're done with the A's.
After you see everything that needs to be done spelled out in front of you and decide what's most important to work on first, all you have to do is work on things in that order. Oh, and it might not be bad to run your prioritized list past your boss to make sure that he/she agrees with your rankings.
