This doesn't answer your direct question, but let's take a step back: why
not give each of the tech pubs staff a small budget to go towards whatever
they think would give them the most benefit? It could be membership in STC
or another tech comms society, books, journal subscriptions, training, a
conference, or something else.

This makes each employee the judge of what would best advance their own
knowledge. It's more likely to provide value for money than assuming that
what every employee most needs every year is STC membership.

Ideally you'd end up with a spread of resources that all the group could
share.

I'd suggest $100 each per year. This would cover, say, three or four
books, travel to a conference, or most (but not all) of an STC membership.
I like the idea of the employee and employer both contributing to the cost
of membership. I think it's human nature not to value so highly something
that costs us nothing. If the employee doesn't think membership would
repay topping up the boss's contribution with another $50 of their own,
then it probably wouldn't--best put the money elsewhere.
