Since Frame that he has will aid conversion to Simplified DocBook
without any additional features, and since Word in each version seems
to be approaching XML standards, I think this is something he does
*not* need to "sell" management.
He can start moving his present doc base to structure
immediately...with the tools he has. This will only broaden the
options, increase flexibility greatly, and obviate the entire argument
about Word vs. Frame.
I was a little startled by his disclosure that the reason to use the
present translator despite incompatible tools is that he is a "sweet
guy." In the world of business I have been in during the last few
years, that is a nearly absent criteria--especially when, as here, it
adds to the costs involved.
However, going structured would seem to be a win on all sides--much
less work in the end for him *and* for the translator.
Speaking of the translator, however, if the company is stuck on this
one person they should think creatively up to and possibly including
purchasing a copy of one of the advanced translation memory programs
such as TRADOS. That may in fairly short order pay dividends as well
in turnaround time, in quality, and in costs.
