To me tech writing is largely *teaching*. And not everybody is who has
subject matter expertise is necessarily a good teacher. That's a different
skill.
Some absolutely awful documentation has been written by people who knew
their subject, but lacked the skill to communicate it successfully. I
think "writing skills" are like pornography - hard to define, but easy to
recognize. And in the case of writing, easy to recognize the absence of
such skills, too.
