The QA folks can have it much worse.
You're right. I've seen several companies where QA is like a dead chicken waved in a vaguely placatory way in the general direction of a mythical ideal development process, and its members haven't been allowed to do their work with any thoroughness.
Tech-writers may have to regularly settle for producing less than ideal documents, but they don't face a total outrage of their professional standards nearly as often as QA people.
Frankly, QA work is like being a high school teacher - it's a job that no amount of pay would make me take on. By contrast, I could conceivably work again as a technical writer one day.
