FM Chapter numbering

Mind's going soft with a problem we have here - probably very simple
answer but we can't see it. Checked the Adobe site (and others) and
tried various solutions but to no effect. A colleague was sent a new
template and he applied it to a project he was working on. First master
page has the Chap No. and it appears at the start of all chapters.
Apart from TOC etc we had C1, C2,...C6 all fine. When the new template
was applied numbering went 1,2,1,2,3,4. We tried moving C2 to position 2
and it then went 1, 1,... We've opened each chapter and set numbering to
'Continue from previous'; then right clicked each file in the book and
did the same (it was saying numbering in book different) but it made no
difference. He then opened the previous version of the chapter (with
original template)and imported the formats but still wrong.
That implied it was definitely in the book so he created a new book and
added the files again but with the same result. If he wasn't already a
bit sparse on top he'd be pulling his hair out. Any suggestions?
