I'm with the voters to "go all out". This is Financial, and it is New York.

I used to work at a financial company here in Los Angeles, and was in the IT department, but had to follow the following Women's "Business Casual" rules:
- no open-toed shoes (try finding those in the summertime in LA)
- no sleeveless tops
- no revealing necklines
- no cropped slacks
- no athletic shoes (even on designated "Jeans Days")
- no hoop earrings
And then of course if clients were coming to the office, suits required.
