A degree is not a requirement for most of Europe, although you probably won't get a work permit in Switzerland without
one. There are a couple of UK Universities offering degrees in Technical Writing (or T Communication) and several colleges
doing diploma level courses, but many technical writers (more often called authors in the UK) come from other backgrounds
and relevant experience is important.

You don't say where you're from, but if you're outside the EU you will need a work permit. (I think you need the job first
then get the company to sponsor the Work Permit.)
