In FrameMaker, you can import the same graphic many times, without increasing file size, except for the pointer to the file. You can adjust each instance of the graphic in its anchored frame, to show only the portion that's required. You can apply drawing annotations - callouts, etc. - to each instance to identify only the appropriate items. If there's a change to the graphic, you can replace the original at the source, and the instances will display the same portion of the replacement graphic they displayed of the original. Of course, this is only helpful if the change in the graphic is minor - you can change the annotation of the affected portions.

In addition, if the instances display only a simplified detail, a caption can obviate the need for a callout.

needs at that point in the manual. Yes, this will create many more
illustrations, and a much longer document, but any opportunity
for confusion, and Murphy's Law will raise it's ugly head.
