Page count is nothing more than a quantitative tally of what's there
when you're done. You should never use it in planning, scoping, or in
evaluating a writer's performance. Page counts will not tell you if
the content is correct, if it's well-written, if it's what the
customers need, if the process behind the page count worked, or if the
writer had any clue what he/she was doing.
