In this context, scenarios are descriptions of business tasks a user can be expected to perform. For example, reviewing a customer bill or creating a new account. In the testing process, the scenario is used to determine if the software user can do the business task with the software.

The best place to get scenarios is from experienced people who will actually be doing the tasks with the software, if for no other reason than they know their business and the kinds of things they will be doing on a day to day basis.

Such business scenarios will be written up in a more procedural format that can be used by the tester, but with a a couple of paragraphs at the beginning to help set the context.
