All the options you suggest are perfectly valid and are likely to be
understood by your audience. That being the case I don't think that it
matters a great deal which you choose as long as you're consistent. You
could even, if you feel that clarification is needed, add a 'conventions
bit' at the start of the documentation stating that Turn on/off (or
whatever you choose) is used to describe all variations of...
Often there can be several 'right' words and as long as it will be
understood by the audience any will suffice. When it comes to editing
you can then, with a little distance from the docs, re-visit your
choices.
