There's a great tool called DevaTools that plugs into Dreamweaver and creates an index and search function. It generates HTML so it should be cross platform. I loved it. It was easy to set up and use and the output was customizable and also easy to use.

We use Word and (mostly now) FrameMaker to create User Guides.
From these guides, we use Dreamweaver to create standalone HTML files that
link directly to corresponding GUI pages.

We've now been asked to create HTML help that is searchable, has an Index
and works on different operating systems (Windows, Mac, Linux etc).
