Several years ago I wrote for a small startup. They wanted procedures, reference, and a tutorial for their product. The solution we agreed on was one manual with three sections. The tutorial fell at the back of the book and included lessons, objectives, expected results, lesson materials, and xrefs to the procedures. The entire book was 200 pages including a glossary, TOC, and index. Granted, this was a smaller and less ambitious project that the original poster's, but it did and still does work for that customer's clients.
