We tend to use Visio when it is the planning stage (you know, that 15
minutes after Marketing sells the product and R&D adds it to the project
plan).

But usually we tweak in the testing/documenting stage using screen shots
of the existing and manually marking it up.

By 'we', naturally, I mean me, since I'm the lone writer here now/again.
