There is an open-source Java application made for comparison of
medical specimen slides which can also work, it appears, with .jpg and
.gif and black and white (and some color) .tiff files:

Hmm... this just made me think of a program I used to use all the time back when I was collecting screenshots from a couple of shows I used to watch.
It's called D'Peg. I don't know if it's appropriate for you, but certainly it does no harm to check it out.
