Unless I am reading wrongly, no you were not saying the same thing.
The original suggestion was to set off commands to be entered in
Courier *without* quotation marks that are not required to be entered.

This is, in fact, a widespread practice that is extremely clear for
the reader. In fact, using quotation marks can be extremely confusing
for the reader, which is why they are often accompanied by
instructions to enter everything *but* the quote marks. Using a
specific and distinctive typeface for code eliminates that confusion.
