It?s one of those ?When in Rome? things. In general, if you are writing
for an American audience, you should follow American conventions, silly
though they may be. Most American editors will not like it if they
constantly have to move your periods and commas inside the quotation
marks. And most American readers, at least those who notice such things,
will think your punctuation looks wrong if it?s different from what
they?re used to seeing.
