If your situation you are completely correct. However...
Actually, I know *many* people in that situation. Usually, the required
credits and courses which meet those requirements, change or are
mis-communicated in person and in the course catalogs.
If you do not find out quickly enough, you are forced to take several
years worth of already satisfactorily completed courses again to attain
the elusive credits. It has often struck me as a university 'scam' as it
tends to run school-by-school.
