OK. How 'bout you find out the major things you can do with your software,
use those as the top-level items in your outline, then (oops, comma splice
there) break the major things down into smaller and smaller tasks.

1. Installing the software
A. Prerequisites
B. Run setup
1) Go to lunch
2) Come back
C. Verify stuff got installed
2. Configuring the software
A. Telling it how to play nice with other software
B. Defining stuff
1) Widgets
2) Twidgets
3. Doing real productive stuff with the software
A. Organizing widgets
B. Turning widgets into twidgets
C. This page intentionally left blank.

I dunno, maybe I'm looking at your question too simplisticly. It seems quite
basic. Am I missing something?
