I was briefly unemployed last year, and I still declined
requests for my SSN pre-interview. In most cases I did
this simply by not sending in an application when the
position listing called for SSN, but in one case I did tell
a prospective employer that I would provide an SSN at
time of interview. I recall once, about 10 years ago, being
required to give samples for drug testing without prior
notice at an interview, but under the circumstances (the
company manufactured explosive devices) I could see
the point of wanting to get the information unannounced
and went along.
