Make yourself look like a local candidate. Arrange to rent a postal
mailbox in your target location that forwards to your home address.
(Private mailbox services typically offer more services than the USPS.)
Get a local or at least toll-free telephone number. (I got a toll-free
number thru www.onebox.com; this service lets you receive voicemail,
faxes, and email in a single UI.) Make sure your e-mail address doesn't
indicate your geography. Downplay geographic information in your resume
(such as employer locations).

Then, when the employer is wowed by your great qualifications, your
location will be a secondary consideration.
