Given that wishlist, what technology should I be asking for?
I mean, it's probably going to be something that is either
Flash or one of its cousins, but which cousin in particular,
and what is the minimum or oldest version compatible with
those requirements?

I would vote for an animated GIF. Even Flash is not ubiquitous; I
do not have it, and I am annoyed when some web page asks me if I
want to install it. Most managers do not want to be bothered with
software installation, and will likely ignore any web page that
even hints at the need for it.
